The new rule was created for clarification purposes. Software costs have plummetted over the years. When this site was created photo manipulation software was a very expensive, very niche, market. Now it is available free so everybody experiments. Likewise, when the site was created, and indeed for many year after, HDR was first unknown and then inaccessible to most people. HDR is now part of most photo-processing packages.
For that reason it was felt that specific reference to HDR was needed.
Hopefully that explains the thinking.

The saying "You can't please all of the people all of the time" is certainly true. We have complaints that the TOS haven't moved with the times and then, when we do try to we get complained at for that! Ho hum.
