Actually it's both. The first part, 18/40 (or 10/20, or 15/30) is the contrast boost; I don't use it if the image is contrasty enough. The second part (two "passes" of the sharpening filter) is for the sharpening itself; again, I often do it at just 100 and not 150. And always on a separate layer to be able to tune it even more (by reducing its opacity, or by masking the sky or any other part, or by blending it in luminosity mode).
