Hello Gert, Fascinating note about your adventures in Africa. I have never heard about such permissions. But you were persistent and succeeded, and after almost 40 years we can admire this photo on TE. An interesting scene that only men are doing the washing. But a couple of weeks there? What you did there? Collecting material for a reportage?
I am always so envious that you have visited such impossible for me places.

In the 1980's, when most countries in West Africa were ruled by military regimes, there were restrictions against photography in several countries. I think I had to get a permit in Mali too, but it was readily issued at the tourist office, and generally Mali was a very relaxed country. But I have read notes on TE saying that in Chad photography was prohibited everywhere, so all photos had to be taken secretly.
With almost everyone owning a smart phone today it should be impossible to demand photo permits.
