I remember seeing a few times a man going around Varanasi completely naked on a black bicycle. Once I saw him chatting with a shop keeper who didn't seem to think there was anything peculiar. Maybe he was a Jain who didn't wear clothes for fear of killing an insect that might get trapped in a pocket or somewhere.

That was probably true. You may remember the story of a Jain I met in the mountains over Pokhara? He was wearing a (short) down jacket as it was cold, but nothing below the waist...

The followers of the sect Digambara (literally “dressed with the wind”) –practise extreme asceticism. It is a major branch of Jainism.
