Night photographies of cities is an interesting challenge... but not an easy one. Often you don't really need to have a tripod because you will be able to find a table or a window where you can put your camera... but holding it by hand will (almost) never really work.
To increase sharpness it is also worth to try lowering the speed and have the diaphragm partially closed.
Finally taking several combinations (speed/diaphragm) is often worth because the automated cell is fooled by the difficult lighting.
In this case, I think I would have zoomed a bit closer to remove the poorly interesting buildings on the left hand side.
