Hello Paul,
Presumably, the same person who framed Roger Rabbit. Interesting idea to place a giant frame, but I doubt you wound find it empty to catch a shot in the way the framers intended.

Yes, you can find the place empty when you go there in the hot afternoon hours. But when the sun goes down a bit, a lot of people flock to this site and the neighbouring park. Best regards, Paul
