Hello Dara,
this picture is really nice! I'm a beginner as well, but I might have some advices for you. To make sure you don't have reflection from the glass, you can use a piece of clothe that you roll around your lenses to prevent any light from inside the building to enter the lenses. Of course, the tripod would be better as it would allow you to use a small aperture. The smaller aperture would give you 2 benefits: to have a longer exposure time and to avoid those big fat lights that you have on top that you have everywhere around your picture. The longer exposure would allow more car lights to come in and could give an effect a bit like this photo: http://www.trekearth.com/gallery/photo837968.htm
Also, I think it would have been nice if you had been able to stand up higher to avoid that white wall at the bottom and maybe have a full view over that street at the bottom.
Finally, I think it might be a good idea to crop the top as to eliminate the sky. It would give an all different look on your cityscape.
I like the reflections on the building on the right.
