I have to change the location as you have not filled in the right country, state and place.
Also you note should be more elaborated and tell us what we are seeing here. Please read TOS about this:

Nice photo of real life. Good moment and good angle. Ir I am correct, they are making chuno, a way of processing the potato that removes the natural toxins and freeze dries it. The finished product will keep for 10 years or more.
